This is the leap second table place holder for pre-CDF 3.6.3 version.  
All users need to upgrade to CDF V3.6.3 and later at <http://cdf.gsfc.nasa.gov/> 
to include CDF_TIME_TT2000 integrity check and get the latest leap second table. 
The latest CDF leap second table is at <http://cdf.gsfc.nasa.gov/html/CDFLeapSeconds2.txt>.
