VIM5SPL Created to produce a composite mag replacing primary x and z components
        in prerotated data with secondary x and z components step interpolated 
        to same sampling rate.  This approach to overcome Voyager 2 periodic
        oscillations in primary x and z instrument components.

VIM5AVE modified to recognize new flag 28 calling composite mag routine 
        VIM5SPL.

FLAGS modified to list new composite mag flag 28.
