HET anistropy data:  Sectored rates H45s and H7s

The format of these files is very similar to those prepared for the
UDS (10-minute rate average) data sets.

The first four entries on each line are start year, day, hour, minute
The following 16 entries are H45s sectors 1-8 followed by H7s 
sectors 1-8.
The last two entries are fractional year (-1900) and fractional day
of year

Fill is represented by -1
