Comment: Starting with this load, Burst is no longer enabled in the South.
	 FastSurvey was forced ON twice for conjunctions.
	 One orbit (3559) carried no contact whatsoever so the Field mode
	 used in the North was 53 instead of 35.  Also, the southern
	 data collection was deleted for this orbit.
	 Two other southern collections were deleted due to low FastSurvey
