I use:
	\newcommand{\shah}{{\rm I \! I \! I}}
You can get fancier and design you own such as:
	\newcommand{\step}{{\vrule height.4pt width2pt depth0pt
			\vrule height4pt width.4pt depth0pt
			\vrule height4.4pt width2pt depth-4pt}}
(This is for a little step, not the shah symbol, but you get the idea.)
